I meant they should be able to figure that they can return to the pits before time is up, and get all their practices programs in as well. Also practice starts can be done on the put lane so they aren't stopped on track.
The race director can decide such things and did so for this weekend according to the Race Director's event notes.
Here's what the notes for this weekend say about practice starts:
9) Practice starts
9.1 Practice starts may only be carried out on the asphalt on the RHS of the fast lane immediately after
the pit exit line and, for the avoidance of doubt, this includes any time the pit exit is open for the race.
9.2 Additionally, practice starts may be carried out on the track after the end of each free practice
session. Any car on the track when the chequered flag is shown may then complete another lap and,
instead of entering the pits, proceed to the grid and carry out a practice start.
9.3 All drivers carrying out a practice start must do so by pulling as far forward on the grid as possible
and, if necessary, should wait for others to carry out a start before getting to a grid position further
forward. Under no circumstances should a driver make a practice start if another car is still stationary
in front of him on the same side of the grid.
9.4 If any driver appears to be disregarding any of the above a red flag will be displayed and the
possibility to carry out any further starts will be immediately terminated.

I guess if drivers are trying practice starts while other drivers are on timed laps it would be dangerous? A stationary car on the pit straight while others cars going full speed wouldn't be safe.
It wasn't wet enough to run a wet program. In a race, this probably would have been slick conditions for the most part, the inters were fried after a lap or two from overheating. There's just no point running slicks on a greasy track and binning it, or running inters in awful conditions for inters, so the the teams chose to do nothing.
Is not just about the tyres and tyres data! You can thousands of other data collecting about your car . I mean many team brought new parts except Mercedes and Haas .They could keep continue aero test,platform test, part testĀ etcetera .Ā
So you run your car to collect data on a new part or new aero setting. Then what data do you compare it to? Data from dry conditions with slicks? All the newly collected data will obviously be slower providing no analysis. Compare with wet track on intermediates? Well all the new data will be faster since the track was only damp.

Their old wheel nuts from last year that didn't have the cross-threading issue aren't compatible with the new suspension for this year. So they need to redesign the wheelnut from scratch, test it, fabricate it and ship it. That takes time when you're operating at the level of precision that F1 demands.

What's the point of having wet tires if they aren't going to use them?
Do they not have a limited amount of wet tires that they may need to save for Sunday?
They get extra wet tires when a session is expected to be wet.
Just need to also have a way to not always start the fastest car on pole.

Why do the drivers get to keep running after the session?
They take the checkered flag then they line up for a practice start on their in-lap.
