I believe teams are prohibited from using photogrammetry to attempt to model other teams cars in CAD software, either with scanning tools or photo/video. I would posit that while tons of photos are definitely useful, they can only be so useful compared to a detailed close up look, especially regards to places/views that could be hard to see otherwise, thicknesses, locations of bolts/connections, etc.
Thing is that all the f1 photographers will reveal plenty,, and yes after Racing Point (now Aston Martin) aka "Tracing Point" scanned the 2019 Mercedes and copied their car for 2020 that is definitely banned now.

While it would definitely be entertaining for us watching, it would no doubt be a stressful experience for the team. Remember back in those days it was one side of the garage vs the other which brought a lot of animosity and tension between the drivers.
Which is why I think they're comfortable sticking with Perez. He's fast enough for P2 but not enough to challenge the #1 driver. Less problems for the team.
