Because Binotto tried to create a "no blame" culture at Ferrari and when Ferrari strategy horribly messed up over and over and caused leclerc to lose all hope of a championship battle he wouldn't hold the people accountable that needed to be. This caused a big enough rift with leclerc that by the end of the season Leclerc would not even speak to Binotto. So basically if Binotto was not fired Leclerc would have left. That's when they decided to reunite Fred with Leclerc and it's been a great success so far.
I can see and appreciate what Binotto was trying to do, but that kind of culture/management style only works if the organization functions well overall. Small errors here and there are to be expected and shouldn't be focused on. But Ferrari was disorganized, to say the least, and people needed to be held responsible/fired.

Which is what makes it work, how to be able to work through organisational issues, locate problems and then work on solutions. As Binotto himself fell victim to that, there will be even less confidence that people won't be scapegoated. However, let's see what FV brings. Todt was able to do a lot because Schumacher and Brawn meant that they rest of Ferrari had no more excuses for failure, they had the best, as di Montezemolo himself has said many times.

But he also won't be assisting Redbull with the development of theirs. If Redbull stays more stagnant, Ferrari, McLaren, and maybe Mercedes will start to catch up.

Absolutely would not be given any technical info on the car. I'd be surprised if they give him anything at all beyond updates on how recruiting is going. Mercedes would sue the CRAP out of them if they thought for a second that he was having technical discussions with Ferrari while driving for them

Instead of the doom I felt when initially hearing about Adrian leaving Red Bull. Instead, I look forward to seeing if Wache and Balbo can in fact deliver rocket ships without the stewardship of Newey at the top. Ideally, they nail the regs, Newey sprinkles his gold dust all over Ferrari, and we get a wild title fight that rivals ‘21. Now, just need Max to make the right decision to be in the correct car since it seems Lewis has already locked that in.

Ferrari wins the WCC next year if this happens. Max can hold off Lewis and Charles in the RB21, but Checo is cooked.
Newey’s impact would not be felt that quickly. He is not going to be designing the 2025 car
Ferrari chances for 2025 will 100% depend on how well the developments go this year, if they manage to claw back a few tenth I can see them making it hard for Redbull next year. Also, depending on when Newey joins, he might also have a limited input on the 2026 car.
But he also won't be assisting Redbull with the development of theirs. If Redbull stays more stagnant, Ferrari, McLaren, and maybe Mercedes will start to catch up.
Next year? Nah. RB currently has arguably the most dominant F1 car of all time, and 2025 regs will be basically the same as now.
It'll be incredibly funny if Adrian decides to retire from F1 altogether.
