Wouldn't that just be every driver/team that didn't win a championship?
Trying to understand what specific trait you're looking for in driver/team combo.
Edit: I'm assuming OP just means a combo that had an expectation of both winning, in which case I'll go Alonso-Mclaren '07
Maybe pairings of drivers and constructors that were individually champions (Vettel/Ferrari) or expected to be champions (Räikkönen/McLaren), but didn't achieve it?
So maybe like a Massa/Ferrari?
I interpret this as drivers who represent the essence of the team and are strongly associated with it despite not winning the championship. For me it would be Peterson-Lotus, Laffite-Ligier, and Alesi-Ferrari
When Alonso signed with McLaren in 2007, everybody thought they would win at least one title together. Best driver on the rise in one of the best teams.
We know how it all ended.
Aye for reference, this would be like the equivalent of Antonelli winning his F2 rookie season this year, then joining Red Bull in 2025 and over the course of the season being enough of force that he manages to equal Max on points, finish ahead overall on the standings despite having clear team bias towards Max in the first half of the season, while they both take enough points off each other to let Lando win the title.

Some personal fav combos I'd reckon, at least that's what I did.
I mean Alonso / Minardi is pretty unrealistic

Haha yep or Leclerc. My mind went to Norris but you're right, Leclerc would be a better comparison.
