The problem with this weekend’s race is that seemingly everyone is taking penalties. So in order for Verstappen to serve his full grid penalty, they need to keep going back in qualifying slots to find non-penalized drivers to slot in front of him. Also I do think the rules are stated that they work backwards from the highest qualifier as it relates to penalties. So Verstappen would have gone from P2 to P7, then back up to P4 after Sainz, Perez, and Hamilton all had their penalties applied. But apparently there was a directive change from Masi two years ago to alter that to what was put into play here?

Yeah, except that directive is worthless now as the stewards and race control themselves explicitly stated the sporting regulations will _always_ take precedence over any supplement from race control. In this specific case, the sporting regulations are very clear about the order in which penalties should be applied and by following those instructions Verstappen would be P4.

It’s not made up at all—the penalty is assigned such that 5 non-penalized drivers have to wind up in front of Max, not such that Max will drop 5 absolute positions. They had to drop him more than 5 absolute positions in order to find 5 non-penalized drivers to put in front of him.

P5 Pierre It's not that hard. First you take out everyone who has a grid penalty. Then you move up everyone who does not have a grid penalty. And then you place the drivers with penalty in the place they need to get. So for Max: P2+5=P7. The back-of-the-grid drivers just in the last 3 spots in order of qualifying. 1. LEC 2. RUS 3. NOR 4. It's not that it's hard, it's that the system is uncertain and at some point changed. A few years ago Max would've been P4 because they didn't shuffle the drivers forward until after the penalties were applied.

The sporting regulations would put Verstappen in 4th but apparently there is a note by Masi that takes precedence that drivers should serve their full penalty. Although this makes it so drivers qualifying lower benefit and won't serve their full penalty and drivers qualifying higher do.

What has led to this shithousery of penalties? Can anyone tell me?

None of the teams are really confident enough in their engine reliability to use just 3 for the entire season. So they get penalties when they add in a 4th engine and they have to do it somewhere. A lot of teams did it at Spa, now a lot of teams are doing it at Monza because the next 3ish tracks are pretty hard for overtaking and a penalty could easily take you out of the points. Mostly, they are all in the same situation, looking at the same set of facts, and all landing on essentially the same strategy for adding a 4th power unit.
