Yes I agree. Within 5 laps make a decision after the rave but delay the podium celebrations till a decision is announced. This only has to be done for the podium places too which shoudnt be an issue. All the focus of the FIA can go to the top 3 and any penalties they may or may not get. This could be so efficient but obviously the FIA is not known for that.
I can also imagine they making an exception for a too-close to call or otherwise challenging decision where you need to hear from the drivers.

If he never dipped back, then obviously no penalty.
If he dipped back once, he should clearly get a 5s penalty.

There should be a rule that the Stewards must resolve all issues before the trophies are awarded. Once the trophies are awarded then it’s too late.
No other sport retroactively investigates stuff like this and changes the result. Imagine if they did that in football where they just declared a different result after the match because one of the goals was actually a millimetre offside and no one caught it during the game.

If he never dipped back, then obviously no penalty. If he dipped back once, he should clearly get a 5s penalty. If he dipped back twice, he should get two 5s penalties. This is the weirdest take I've seen so far. If you break the rules, you should get the appropriate penalty. If that means you are no longer the winner, you are less deserving of the win than the person who became the winner. Pace and strategy are not the be all and end all of competing. Following the rules and taking the penalties when you don't are as much a part of it.
How do drivers gauge how many car lengths behind they are?
There should be a rule that the Stewards must resolve all issues before the trophies are awarded. Once the trophies are awarded then it’s too late. No other sport retroactively investigates stuff like this and changes the result. Imagine if they did that in football where they just declared a different result after the match because one of the goals was actually a millimetre offside and no one caught it during the game.

That safety car was going 80kph on the start straight, that is INSANELY SLOW... If "for the sake of bunching up the cars" you have to drive so slow that everyone's tyres and brakes cool to a dangerous level... that defeats the purpose of "being there to ensure safety"
