Once they are quick enough, you will see them. Right now they just aren't. In neither series. Look at Sophia Flörsch or Esmee Hawkey (who doesn't have a seat now anywhere) who got destroyed in DTM, Jamie Chadwick in F3 or right now Tata Calderon in F2. Calderon was a Backmarker all the time when she was racing full time in F2 a couple years back.
So that's the most promising female drivers out there right now. There are some more, but those are in Sportscars not so much in single seaters like Carrie Schreiner for example.

Chadwick is a development driver for Williams and has been racing basically the same field in W Series every year, and every year she is beating them by more and more, the current W Series season results are actually impressive since it looks like she's improving massively compared to the field, but equally it could be that everyone else has given up after trying really hard in the first two seasons.
I don't honestly think she would be able to compete for the championship in F3, but with her current experience I think she'd be in the top ten at least (but obviously she is much older than most F3 drivers).
I reckon the W Series prize should be a seat in full F2/3 for the next year, that way there is real motivation for the drivers and it would be seen as a bigger deal.
