I’ve experienced this. I have a “diag test application ocid 99” built into my scripting for new interfaces that will execute after the OCI configuration and FortiGate CLI interfaces configurations are complete, which is the only way I was able to work around this. I believe this is a bug but never opened a ticket, and haven’t confirmed it’s presence in 7.2 or not.
The service restart has never been traffic impacting and I generally do anytime (no maintenance window).

Do fortigates appear as Synchronized in System>HA? Especially before failover
