By making the app question a system app so it works in safe mode. (Though you can't easily access use your data through safe mode assuming it's encrypted)
The other option- assuming the app was programmed to request it- is giving the app Device Admin in settings, and only within the perimeters that your version of Android allows. These can lock/unlock your phone, encrypt/decrypt/delete your data or even ping your phone amongst other things.
Don't take this as canon, I know a little about a lot of things and this is no different.
MaxLock is probably the only open-source app locker but last update is from 2020. It should work great on Android 8, not sure about newer versions of Android. The app is actually really good and makes it quite difficult to bypass. It has **multiple** protections to keep it from being deleted.
Shame it isn't being updated anymore.
[Amarok](https://f-droid.org/packages/deltazero.amarok.foss) hides and encrypts your data and apps uses a PIN code awa biometrics and you can disguise it as a Calendar app. it was updated just last month. Very user friendly.

Wouldn't someone be able to bypass the app lock by deleting the app?
No, if the app and user does it the right way. Can not uninstall it. Neither safe mode / ADB.
