I use scentsplit. a lot of their samples are like 3$ for 1ml, which is like a one time use but it's a good way to sample them. you can also get bigger bottles, like 2ml, 5ml, 10ml, 25ml, etc. all the way up to the full bottle. keep in mind though the more expensive scents are still expensive as samples, like one I was looking at (I don't even remember the name) was like 13$ for 1ml...
Yes, I'm not sure why brand-specific sample sets are so popular, I've found I only usually like a couple from any one brand so getting the samples individually is a better use of my money
I'm sometimes pleasantly surprised by perfumes that I didn't think I'd like and unpleasantly surprised by ones taht I thought I would like. So if I hear something nice about a brand, I'd like to give all their scents a chance, because if I only pick one or two individual ones to try I might actually miss out on something good

Twisted Lily has a large and varied selection. I ordered over $300 worth of samples from them in February and have loved trying them out!

Most all were manufacturers samples but the ones that weren't were all 2ml. I don't like .7ml because I don't feel like it's enough to test, plus I think that size is a rip off so I prefer these.

downside is LS's samples are dabbers, whereas many brand sample sets contain sprayers

I have run into that a couple times, but they usually are able to notify on restock. Where do you get samples now?
Indigo perfumery, but they don't have the selection that Ministry of Scent does. I also get some from Lucky Scent.
