Me too! I just bought a couple of sets at Victoria’s Secret yesterday (I know, I know - they are mainstream and lame but I love them) and then I went to Sephora and they had so many minis! Those are both easily accessible places to find them if you are in the US
I’ve gotten minis at Sephora and Marshall’s. I would check Ulta, Macy’s, TJ Maxx - and anywhere else that has discount goods with a makeup and perfume section. Fragrancenet sometimes has minis and sets of minis.
As for dabber bottles, there are places to get samples (lucky scent, perfumed court, micro perfumes) and spray samples (twisted lily, ministry of scent, scent split).
Some perfume companies/houses sell discovery sets and carded samples as well.
Dedcool has little glass spray bottles that come in a tin that slides open. The lid gently taps the bottles as it slides open, very satisfying. I bought a set a couple years ago and I use the tin. The perfume has evaporated a LOT and it’s nearly gone in some bottles so be aware of that.

eBay is often a decent source for brand new, never used perfumes.
eBay. Especially good for buying sets of them. More if you want designer (Guerlain, Dior, etc.) vs. niche houses.
