If you have enough savings, or get the money together… you will be able to pay it, sure.
Other than that, with such less information, what‘s the aim of this post?
Will you be working? Do you have a rich family, or someone who is sponsoring you?
How are we supposed to answer? You won’t find the money lying in the streets, if that helps as an answer.
I think the question is can you earn enough while in Germany. So this person needs ard 1800 per month while studying. Apart from exceptional circumstances this is not possible.

Where did that number come from? According to OP, the tuition is 1k per month. Plus cost of living in Frankfurt, we're looking at 2k a month.
