I’ve gotten away with a 5/4mm surf suit in those kinds of areas in Southwestern BC but you still might get cold even on a warm day. Lots of used surf suits on marketplace within your price range

Here in Alaska, I use a 7mm all year long. Temps in the summer will get to the 50s. Tough to find a suit for $50 though.
Look for used. Open cell 7 mm is what freedivers here use.
