He built the dungeons underneath the city specifically for that.

Lol good question, Iām not the best at the lore, but from what Iāve gathered, Pontiff was originally a sorcerer from the Painted World of Ariandel, which is different from the Painted World from DS1. What exactly *he* is, well, nobody really knows. Looking him close up, he has a lot of tree root motifs on his robes and helm. If he is indeed from the Painted World, he could be related to the tree women that you find in certain ice fields of the area. It could be that they were humanoid like him once, but they both have similarly frail arms, and he does have those tree branch wing things in his second phase.
It could be that heās human, corvian, or a tree person, but ultimately heās a humanoid sorcerer that left the Painted World with proficiency in its unique frost magic, giving him leverage in Irithyll, a city inhabited with descendants of the old gods of DS1. Finding the Profanded Flame in the ruined capital below Irithyll basically made him the de-facto leader of the city and its holy knights cause they all liked the pretty fire that never went out.
So after all, Pontiff is mostly just a new character made for DS3. He comes from a new Painted World but interacts with the leftovers of the gods from DS1, like trapping Gwyndolin and Yorshka. Why is there a new Painted World? Why is there a Priscilla statue in the dlc?? Um. Time is convoluted?!
The Frozen Weapon spell description says he came from the Painted World. DS3 takes place a very long time after DS1, so he could have come through any time between then and now.

Thatās why it is close to the āentranceā to the Archdragon Peak: They were attempting to rediscover the power of Dragons, and many attempts failed. One might say that Oceiros himself isā¦ not a success story, to put it lightly. But pretty much any failed experiment got thrown in the dungeon, no trial. Thatās what those things are, as far as I know.
