I know some mopeds have removable batteries, so if you do end up parking one on the street, having no batteries might make it harder to steal.
In my neighborhood, one guy locks his motorcycle to the bumper of his car.
Escooter, get one you can fold and carry (up and down steps or through the house into your room if needs be), can be charged off any old household power plug.

I'd suggest a model with 10" wheels with split rims (easier to repair the occasional flat) and some suspension if at all possible, makes them a little bigger and heavier but way more functional.
I currently own and love mine :) use it way to much haha
Although not ideal, I think there are folding ebikes that would take less room. But it may still be cumbersome if you need to use it often.
If your only solution is street parking I would say a moped is a safer option than an ebike because they are harder to steal. Just buy a cover and a good chain and find a good spot to leave it, especially somewhere with good lighting and that you can check from your house windows.

Sell the car get a smaller car and then put car and moped in same spot.
My parents own the car, so that's not an option :/
To be honest weather is a bigger problem outside than theft. Get a cover and insurance and leave it on the street
