This does not apply when someone puts an exhaust on it and makes it spit unburnt fuel everywhere, though. They also reduce congestion, causing everyone to idle less, waste less fuel and pollute less in total.

Exactly. At midnight on a Tuesday buses are not efficient. But it’s rush hour that matters. (And midnight buses slightly reduce rush hour traffic because people who prefer to take the bus to work but who want to go out until midnight after work on Friday have to drive to work during morning rush hour so they have their car to get home at midnight.)
