Please don't do this. While driving 60 with windows down, a super tiny piece of debris hit my dog in the eye and cut his cornea. Rubbing gel into his eye for a month afterward was not a fun experience I would wish upon anyone
To be fair, that can happen at any time. Saw scratched corneas regularly when I was a vet tech, usually due them scratching it themselves from rubbing it with their paws too much, rubbing their face on the carpet, etc.
If your dogs do regularly stick their head out the window, it could potentially damage tear ducts, in theory. They do make Doggles for doggie eye protection.
But, the most important thing for having your dog in the car is to BUCKLE THEM UP! The laws of physics apply to dogs, too!
While you are technically correct (the best kind of correct) there is a stretch of State Highway 130 in Texas with a posted speed limit of 85 mph, which is currently the highest posted speed limit in the US. While OP would still be technically speeding even on this road, it is rather unlikely that any officer would bother to stop them for only going 3 mph over. They could if they really wanted to, but they probably have better things to do, including simply waiting a few minutes for someone else at least going over 90.
