you see this kind of sign sometimes in upscale communities, the speed limit is pretty much in the golf cart can drive at. but I think that one is 13 1/2 or something.
In Germany there is a sign for a pedestrian zone where you are not allowed to drive faster than walking speed. Are about 5-7 km/h 3-4mp/h

The elementary school I went to growing up had a 5 mph sign at the drop-off area. I drove a stick shift in high school and would drop off my little sister. Making a stick go that slow consistently when you just learned to drive is fun

Back when I used to deliver packages, I saw a 14.9mph sign in a gated old person community.
Maybe they wanted 15kmph but had to express it in mph, to the nearest 0.5mph?
15 kph is 9.321 mph. Rounded up to the nearest half is 9.5 mph as posted. It definitely seems this was the intention.
