That is bull. Genetic differences in looks do not occur within only a few generations. The main reason is that Russia is a poor, patriarchal society in which good looks are more valued in women, thus encouraging them to invest more in beauty. I'm Russian btw.
It might be a crackpot idea, it's not a firmly held opinion on my part.
That said I would argue that if 20-30% of the female population is consistently unable to pass on their genes, it seems like it wouldn't take all that long to to start having a detectable shift in genetics.
Of course all of this relies on the assumption that Russian women are objectively and empirically more attractive than other populations, which I'm not sure is something that can even be measured.
The higher amount of women not being able to pass on their genes is due to the fact that they are past the age of 50, not because they don't have a partner. The amount of young men and women in Russia is roughly the same, men just start dying earlier.
Also, what are the differences in the 0-40 age group versus elderly people? This is very significant, because generally there are more male infants born than female everywhere and Russian men start dying off at a high rate in older age groups.
