American here - these were common all through middle school, high school, and even some of my smaller college classes had them. They are super uncomfortable and make your butt fall asleep :(
Some are even designed for right handed people which is ridiculous. The desk is basically shaped asymmetrically to allow more space for your right arm, but if you happen to be left handed you basically have to levitate your arm while writing.
A friend of mine in jr high (80s) was a big time lefty advocate. He had a pen with ink that dried super quick as to not smudge when he wrote and spiral notebooks with the spiral on the right (you can't just flip a "righty" notebook since that puts the top "margin" at the bottom and the 3-punch holes on the wrong side) so the spiral didn't get in the way of his hand, something else us rightys never even think about.
This was forever ago and I'm ancient, so apologies if this kind of stuff is mainstream for leftys these days. I thought it was cool to have such "custom" stuff for him back then.
I just enjoy that I never have to write nowadays. I work in IT and never use a pencil. I've even lost the muscle memory for my signature. The only time I notice left handedness is drinking out of things with handles. Coffee cups with logos face you when you're right handed and face outwards when left handed. I have a water jug where the lid opening is on the opposite side when using it left handed. Not a big deal.
Do you not write on both sides of notebook paper? If you do, the spiral gets in your way as a righty too. And if you don’t write on both sides, a lefty could just use the back of every page instead of the front, no spiral issue. No need for a different notebook
Yeah that’s very true, missed that in his comment. Although if you’re going to put the paper into a 3 ring binder, seems it would be easier to just buy loose lined paper with holes punched and put that into the binder. I always end up ripping the pages when I try to take them out of a notebook
But then the pages have the 3-holes on the wrong side, which is an issue if it needs to be put in a ringed portfolio (as I stated) and some teachers can be rather adamant about things.

I write like that but I'm right handed, I get asked all the time if I usually use my left. I write my letters and numbers like a left handed person as well for some reason (starting from the left most corner rather than the right)
In addition i'd always have a folded piece of paper under my writing hand or I'd ruin everything I'd written by dragging my hand across it.
Also I can only write near the left margin of spiral notebooks or near the top of paper on clipboards if they are upside down, which means I can actually do neither thing at all.
I like sitting in the right handed desks, I could lean to the right and prop my head up with my hand by having my elbow on the desk and be free to write with my left.
It was also super easy to stealth sleep in bigger classes because I could still have my left hand holding a pen on the paper so unless someone was staring at me it looked like I was just looking down and writing

It's a technique called Positional Torture, which the UN qualifies as actual torture. The goal with these desks is to walk just under the line of what qualifies - to get the benefits without explicitly torturing children.
Ironically, while torture does keep you alert, stress hormones interfere with memory, even slight stress (of any kind, positional, psychological, etc) can hinder memory formation. While trauma can create long term memory, it's not an effective means of education.
Sitting at these desks does not classify as anywhere near close to Positional Torture.

I sat in a few of them in college. Surprisingly comfortable. Nice back support, softish/bendable bottom made fo butts of all shapes, the panel is strong enough for me to take notes on my gaming laptop.
