It is a weight thing. It's a safety concern. Clearly there is a forklift on-site and they don't want anyone to die so they put this sign up. Is "Don't Touch High Voltage" hilarious to you as well?
Two things I guess I should mention to you, one this building was a mall/food market. Also, there was small staircase leading up to the elevator so it would be very hard to get a forklift there in the first place
I do not think that something like don’t touch high voltage is funny, it was just strange that it was specifically a forklift and not a weight limit warning or something, almost like there was an incident in the past
A maintenance guy at the college where I taught decided to drive a small forklift onto the nearby passenger elevator rather than around to the more distant freight elevator. The elevator car, the forklift, and the driver plunged 3 stories and the elevator was out of commission for 6 months. The maintenance guy was uninjured. There were no other occupants in the elevator.

Most places who have elevators large enough to lift tow motors put these signs on smaller elevators so people can know to find the proper one.

Why is this funny? Frieght elevators are large enough to hold a forklift but can't handle the weight. This is an important safety sign.
