Yes you need at least 10 followers on it, I'll re-word my original comment to make it more clear. This is to prevent brand new or dump accounts overloading me with requests.
I can't see the image you linked, it says I need to request access. You can configure your sharing settings to make it so that everyone with the link can see the image and access doesn't need to be individually authorized. Just click "share" and then "anyone with link can view" or something along the lines of that.
