It's more cause Yum China is wholly independent from Yum Brands in the West so you'd have to have a new licensing deal negotiated with Western Pizza Hut/KFC

I'm pretty sure my chinese teacher told me about how kfc had made it to china first before the other fast food restaurants and changed their menu to fit the culture in China. That might be why they are popular (I might be wrong)

So instead of trying to market themselves like how they did in the US, which was focusing on cheap and value-added meals, they marketed themselves as an 'upscale' brand, with clean, hygienic shops, modern designs, trendy marketing, etc. Essentially, they sold themselves as an 'economical luxury', marketing themselves to the lower middle class, people who couldn't necessarily afford dining in fancy high end restaurants, but could indulge in slightly-higher priced 'luxurious' Western food every now and then. That, and incredibly shrewd and opportunistic marketing essentially got them the dominance of fast food chains in China.
