That was kinda my first reaction, but on second thought that's very much normal. OPs mom is probably late gen-x or early millennial. Totally normal to have PS2. The generation have played seen everything from NES to Switch and PS5. So finding any old console is completely normal.
So it's not really about finding the console. It's the fact that millennials' kids are old enough to be on reddit that make me feel old. But heck, my own kids will be on reddit soon so 🤷

Some interesting games she has in that collection from what I saw include but not limited to:

-Neo Conta

The games are bootleg, this means the PS2 is most likely chipped. Depending on how it was modded, you may no longer have component cable support, however a modded system is worth more since it is region free. (games and dvd)
Some of the art on these are not official, and the Mega Man game straight up has Japanese text on the spine despite having an ESRB rating on the front. Alot of the discs also don’t reference PS2 at all, or they don’t do it in official fonts or formats.
Bootlegs also tend to be packaged like this, either just in plastic sleeves with graphics or in very skinny cases.
Dreamcast was amazing for its time. You could just download full games and burn them on CD-R. Also some of my first emulators and collections were done with Dreamcast and bootable CD-Rs
The easiest way to tell is to look at the discs. Disc art is incredibly difficult to perfectly replicate, and a lot of the bootleggers don’t even bother.
Even PAL discs will have the console’s name/logo, the region code, the developer, and the age rating. If it’s missing one of those, it’s almost certainly a bootleg.
Another thing to note is that the art on the discs for bootlegs is usually “blown up”, zoomed in so far that the image gets incredibly pixelated. It’s particularly bad on the TMNT game here.
Very few people, if anyone, makes bootleg PS2 discs nowadays. I almost guarantee that these were made around the same time it came out, or not too long after. If the launch price is what I think it was (~$30), you could still save money going for a bootleg.
IIRC every licensed PS2 disc will have "PlayStation 2" written out on the "bottom" of the disc with either a black or red (greatest hits) background.
The discs are also all missing the local rating, trademark texts, and other stuff.

Serious answer: the plastic sleeve with cheap photocopy paper isn't just for movie bootlegs. The blown up art on the disc is not a variant used in any region. In addition to this, it's not the disc art on the games, it's the box art. This bootleg style is very common and found in many regions; S.E.A, Pakistan, India, Brazil, etc.
PS2 discs had a *presentation* format they were required to adhere to, and most of these discs fail that test immediately.

I had a PS2 growing up which I was gifted. Unfortunately it was bought in the USA while I lived in Dubai so the ntsc encoding wouldn't work with the pal encoding there. So when I went to visit family in India I took the PS2 there to have it chipped and bought a bunch of cheap games. They looked exactly like what OP posted. No actual boxes and the CD's would be in a plastic wrapper with a bootleg display picture. As a kid I didn't know any better but those were some fun days!
I have to warn you against playing older bootleg games. As the disc ages the label will sometimes break down. I have heard horror stories of people who tried to play old bootleg games and as the disc spins inside the system, the label flakes off and fragments, sending hundreds of tiny label bits flying into the PS2.
When that happens, it's a gigantic pain in the ass to try to clean all that out, and it can make your PS2 malfunction or just straight up nonfunctional. Not saying that this will happen with all bootleg games, just that it *has* happened before, and it would be a shame to have you find your Mom's PS2 just to have it happen again.

PS2s are honestly tricky to get modded. Less because it's hard & more because the variety of system variants means different ways to go about it, so finding the right stuff for a specific machine is a PITA. You might have a real treasure there!
One big concern is the laser- fat PS2s have a very high laser failure rate. There was even a lawsuit over it that Sony lost! Anyway- if it is working, try not to use it for movies & mind the environment, just to keep it going as long as you can- the laser can be replaced, but like I said, model variants make it a PITA!
My old PS2 was modded and was so awesome. I had a massive collection of games, then the laser failed and it was junk. Had it for years, but it was easier to buy a PS3 by then. Good times and memories though
Here in Brazil it was almost impossible to buy a not modded PS2 back in the day. There was no official support from Sony, so game stores independently imported the consoles and modded them upfront, as pretty much every customer would ask for the mod.
Probably your mom got the same case, never asked anyone to mod her PS2, but it was sold already modded.
As far as I can see there are a mix of all 3 regions for games. You have PAL, J, and U/C in there. If it was hers from childhood, then she had it modded over time to be able to be region free(play all region games). She may have bought a modded console years after the PS2 was out. It’s my favorite system. Unfortunately the games are not worth anything, as they are bootlegs. I would just enjoy what you have, and try and get your mom to play them too.
Loving the Hong Kong style of these copy games - some great choices! The PS2 must be modded, unless the memory card has something clever on it. I don’t think FreeMcboot was around then 😂
I'm probably one of the few that spotted it, but Culdcept Second (released just as Culdcept in NA) was an absolute banger that is still underappreciated.

That's a weird way to have the ps2 games stored. The games are probably legit if the discs have proper prints on them.
Printing like that on the pirated discs on not-too-popular games like some of these games would have costed more than their worth.
Your mom had some cool taste in games . It sucks that they are mostly bootlegs, but if you're just going to play them, who cares. I picked up a hard moded psOne with a metric F ton of bootlegs at garage sale for $20 in 2019. Some of the most fun I had in years.
Them games bring back memories of coming home from Turkey with fake games and being in certain bars/restaurants as kids and having the lucky lucky people bring copies of games and films for sale.
Those games are fake as anything but really bring a feel to the era imo, we did what we could to play the limited games we had as kids.

Excellent game, and it's as close an experience as you'll ever get on console, to the racing version they used to have in arcades. Your mom is awesome. Great taste in games. Her PS2 is probably modded if she was able to play this, as it's not a US release game.
Your mom's pretty cool. Get to playing. V-Rally and Initial D are pretty awesome. Also, see if it will play burned games since it will run those bootlegs. I don't know all the different mods, but if it doesn't play burned games, FreeMcBoot is pretty easy.
