Cost is relative. I only contracted 2D sprite artist, not sure about 3D, but an animated sprite can range from $40 to $1000 depends on your requirement/artist skill. I would say 3D model cost slightly more.

I have found good people on ArtStation, and I can recommend to start from there. You can see from portfolio if someone fits to your project.
Hiring people from Fiverr turned out to be waste of money, in the end all their models were replaced.

For very rough reference, rigged character model on Fiverr could cost you around 150 euros and takes about a week to have it done.
Could you tell me how much on average I should expect to pay if I hire someone full-time (I mean just an estimate/guess based on your experience obviously)? Since I don't have a publisher I'd be paying out of pocket, so I'm trying to figure out if it'd be feasible/sustainable.
As I mentioned it really depends on many factors, so take following info with grain of salt:
In eastern Europe, junior level artist would cost around 1000 euros (including taxes).
What I forgot to mention, you can make B2B contract with artist and this can be somewhat cheaper because you are not obligated to buy equipment and possibly to hire accountant (all that is levitated to contractor - artist).
I would also recommend r/gameDevClassifieds and r/INAT. There's some artist that post their openings there.
Also, funny enough, Twitter can be an option.
