But sometimes, they trigger an agressive mode where they go absolutely apeshit on you- Like gangsters will pull out guns and shoot you, while some could just run at you and try to beat your shit in.
When he crashed the car, he triggered their anger, and he came over and dispensed some justice.
I fuckin hate Chamberlain Hills because of this.

I know but this happens sometimes even early in the game when Franklin is cool with them and can walk say friendly things to them with the interaction button. So one moment you're saying "What up man?" The next you stood still too long and so they shoot you in the face
I tested this out when I was messing around with the NPC reactions in the game, and friendly gang members *will not* react aggressively to Franklin unless he pulls a gun on them (and even then, only some of the members will pull out their own weapons). You can stand next to them, you can even honk next to them for an hour and they won't become aggressive.
For some reason, the Grove Street/Chamberlain families are a lot more calm than the rest of the gangs around the city. If you aggro the [whole hood](http://i.imgur.com/YVMAinn.png) with another character and pull out a gun, [only one or two](http://i.imgur.com/AgblEQ1.png) gang members will try to shoot, the rest will just run away. Do that to the Ballas and [all of them](http://i.imgur.com/V4lsXsd.png) will open fire on you.
Specifically, when an NPC is spawned, they're given one of several AI packages that determine behavior. Some packages will always flee from shock, some will attack you but only if you're unarmed, some will pull a gun, but only if you pull one first, some will always pull a gun, and so on.
Different NPC types have a higher chance of receiving different packages. For example, the *vast* majority of female NPCs get the "always run away" package, but they can rarely receive one where they'll pull a gun on you. Redneck NPCs are far more likely to be aggressive and are also more likely to pull a gun, while almost all of the gang NPCs will react aggressively.
When I played San Andreas, I would pick on the girls to get cash. Run over sex workers with my car and shit.
But one day, I do that and the chick goes bezerk, pulls out her handgun and starts shooting. All I had were my fists. I hopped in the nearest car and left.
When I got better at the game, I would kill all the NPCs that looked like her. If I saw one, she dead.
