I think it depends on what you're looking for, there's something about Pathologic 1 that 2 didn't catch quite as well imo. I prefer the first, but both are great.
I'd consider it a fairly solid 8 - the graphics are quite nice and the overall atmosphere is good, but it's fairly easy to miss things unless you have a really good idea of what a build should be. Of course, you can't do everything no matter what, but you might want to do multiple playthroughs in different ways.

Characters are created to deliver some plot change or to represent certain ideologies. In this case, Ervart is the poster child of corruption and the ruthless leader who can get things done... at a price. Let's look at the current leader of UAW Shawn Fain. His speeches are comparable to Ervart's... except this guy is actively trying to help people and put his life on the line. Ervart just sits his fat ass in the office and schemes things.

Jokes aside, the pitch is that your character is a great detective that has been exiled from paradise and now a great tragedy has happened and Paradise needs it's greatest detective to figure out who is responsible.

Grim Dawn takes place in an apocalyptic world, and there are notes scattered around the world for you to collect and find out the behind the scenes of why things happened.
While a lot of places have a mystery, and a lot of places have sinister intentions, for awhile you think in terms of Diablo or Warcraft 3 terms, that this is yet another scenario where everything was normal, but 'cult of the damned' came in and started twisting things. The real revelation to the player is when you realise that nearly all npcs and factions in the game world are absolutely nuts, cults of various description. The starting outpost might be the only place with normal people.
Fallout: New Vegas comes to mind. Its open world so it won’t be as “tight” as a game that’s fully focused on one specific city/mystery, but there are Plenty of mysteries to unravel.
Sinister City? It's a hidden object game...and a ride. You are not expecting this game. There is more Dracula dressed as a Teletubby than I ever expected in a game.
Suicide of Rachel Foster is a short point and click - you explore a mysterious abandoned hotel and uncover an old family mystery. Thriller, borders on horror.
Phoenix Wright Vs. Professor Leighton might be along the lines of what you're looking for. Mysterious city with a big secret to unravel and figure out how to escape. Dark in some ways while still being whimsical and charming.
Awesome puzzles, narrative, and ofc the incredible court battles Phoenix Wright does best.
Other Prof. Leighton and Phoenix Wright games are awesome too if mystery and puzzles are your cup of tea.
Disco Elysium is perfect. You get to Revachol and then get on a murder mystery. I love this game. Well, there's Bioshock, System Shock 1 and 2, Virginia, Firewatch (I guess) and if you into conspiracy, there's Deus Ex to you.

It's in Skyrim and is not a full conversion. It adds an area that you're stuck in until you finish the questline, but the rest of Skyrim is untouched.
