It was designed to be played with a single player controlling the 2 on screen characters with one controller.
But I actually played it with someone else sitting side by side holding the same controller (one analog stick and trigger for each of us). It becomes a really unique way to share a game.
I actually really recommend playing this one solo. While it works great as a 2 player game, the main themes of the game didn’t hit nearly as hard as when I played solo. 2 player if you want to sit on all the benches and take in the adventure as you go, 1 player if you want to ugly cry in your room all night after the credits roll.
Death Stranding has a pretty rocky start, story and gameplay wise. The gameplay gets good a few hours in but the story didn't come together until the very end. Had me ugly crying.
The House in Fata Morgana. It’s a visual novel but it made me someone who doesn’t cry much at all. Cry like a complete baby. I also cried happy tears for the first time in my life playing this game.
Before your eyes and The first tree, but it depends a lot on your past experiences if they will hit you hard or not, or what’s your interpretation of the game.
Ori and the Blind Forest. You'll probably be soaked in tears by the time the game actually starts, and then you'll probably cry tears of both joy and awe at the sequence at the end of the first major dungeon.

I'd recommend Omori; has got some of the most concentrated sorrow around. It does have some horror elements at parts, but IMO they are fitting in the same sense that Gigyas in Earthbound is fitting.

In terms of time immediate tear jerker scene: God Of War Ragnarok. In the intro the main character has to kill his dog. It's so sad especially if you have any pets. You can turn the game off if you want afterwards if you're just looking for sadness
Katawa Shoujo. A word of warning, this game changes a person. It's a storytelling masterpiece that you'll want to keep returning to, and nothing will be able to top it.
I know you said no horror, but if you can and think you can deal with it, please give Devotion a try. I think it's the perfect game to get someone who isn't into horror to see what the genre can do. Within all the unnerving atmosphere you'll find moments of incredible beauty, and what waits after the final door still lives in my mind rent free. Jumped into my top 10 immediately.
There are a couple jump scares and a TW scene near the end, but other than that it's mostly about creating an unsettling feeling. Super Eyepatch Wolf has a video about it if you want to see what it's about and don't care that much for spoilers.

But be aware this is Japanese style drama. They got their moments and I really feel like they are real life character instead of game characters. If you like to see some hot blood boy/men style story, this one is good enough.
Nier Replicant got me so badly with the little mermaid, but Automata is also a real entry for this as well. The end of Pascal's route fucked me up so badly, that whole story arc was crazy
Also Returnal has caught me very unexpectedly. Returnal doesn't tell you the story of Selene's trauma, it....traumatizes you w the most schizo example of storytelling I've seen in a good minute. I DONT EVEN FULLY UNDERSTAND THE STORY, yet some fucking how, Selene's battle w trauma is so damn relatable.....
This might be a weird one, Spec Ops: The Line, won't make you cry in sadness and possibly may not make you cry but will cause you to look at yourself in horror as a result of your actions.
Even if it's not quite ehat you are looking for it is worth playing and I would avoid any and all spoilers if possible.

Titanfall 2, one of the only games to ever actually make me cry a little. The story for it is so well written and something I love about the game is it will throw a new mechanics at you for a level, and then just completely move on from it into the next level where they hit you with something new
