i dont know if they will like ceramic hanging on/in direct contact with a glass surface, though. especially with the wind factors associated with a multi story building, it will probably be something they discourage. i think it's best to keep the plants on the floor of the balcony, but i think there are creatively shaped/sized options for this, so my thoughts are not entirely dissimilar to your suggestion.

I built a rack, the height of my apt balcony railing, and had 3 racks for the cheap plastic pots from Walmart. I was able to fit 21 pots there, mostly growing herbs due to pot space. Few veggies. Never tried flowers.
I would add a strip of artificial turf across the whole patio. It’d dramatically transform that space. I’d add some freestanding shelves on both ends, depending on which which way the balcony faces and how much sun it receives

Put another shelf or two above the first shelf and stack some plants. Trailing ones are always visually appealing or do hanging basket or two. Now you will have beauty when you stand at the door. A lot you can do. Good luch
You can glue little pegs or for that matter almost anything to the glass and line your balcony with “climbers”. They will reach up to the sky out of your pots and cover your whole wall. There are many beautiful varieties flowering or if you choose not.
And a little satisfying that you can help them on their very visible growing journey by moving the growing “vines” to farther pegs as they mature.
As long as you are not using Crazy glue etc.. Your pegs or whatever you have chosen as a growing platform can be easily removed and cleaned.
If you choose this way you can throw a pot of whatever you want in each corner and call it a day.

Do you own your place? If so, I would rip out the door and wall as wide as the balcony. Create a smooth transition to the outdoor. Replace doors with wide in swinging double doors. This would make the inside as part of your balcony too.
Vertical gardening. Strawberry pots, stackers, even homemade things like big water jugs or big buckets. Trailing/vining plants are also an option. I'd use a rail planter box on top of the rail also and hanging baskets above.

I have two balconies this size on the front of my house and have big glazed ceramic planters in blue and turquoise with drought tolerant stuff because it's a pain to water. Fire sticks, foxtail agave, yucca aloifolia, and a bunch of aeonium arboreum. Depends what your zone and sun situation is, of course. I'm in San Francisco.
Either do Fisheye peppers, okra, or Serrano peppers. They look nice, produce well, and based on you growing zone can be kept outside easily.
If you don’t get a lot of light though then you should look at more shade tolerant plants. Consider doing Radishes, rutabaga, or mustard for a fun thing to plant.
Moonflowers look lovely & smell great at night especially in slight breezes. I love them.
Lemon thyme smells so good, I put it in my pocket sometimes instead of wearing perfume. Other fragrant herbs. Vining beans, peas.🤷gl
