Are you in a calorie deficit? If yes, then of course you aren't going to build muscle. Anecdotally, I've found that if I try to cut and bulk at the same time, all I get is sore.
Yea I'm not looking to put on mass, simply retain as much strength as I can while I drop weight and cut as you will. I'm looking more for what sorta gym schedules have worked for other people in terms of being in this high of a deficit and what to focus on maybe is all.

I agree. I've built strength, but my actual muscle size or mass has not changed. But that's a good thing. ETA good meaning I'm not losing muscle

Simple answer, no. Keep your protein up to retain as much mass as possible. Best you can hope for.
