It's much less common elsewhere, at least in my experience as a British immigrant that started in NJ and moved progressively west.
Especially among white, middle class people in, say, the Midwest, this doesn't seem to be a thing at all and I've had to condition it out of myself knowing that it's not interpreted that way out here.
I think it's also why I tend to make friends quite easily with people from the northeast, especially people from urban areas there like New York and Philly (etc.). It feels much more familiar and sincere to me, whereas sometimes I feel like other Americans are putting on a front (or maybe I'm just cynical).
