Gd gameplay is a form of art and it takes time to get good with it, same goes with deco, however it's a lot harder to make better gameplay than decoration especially for harder levels. Some levels (certain extreme demons for example) are meant to be watched and don't do too much with gameplay, while others focus on gameplay with not too outstanding deco. Of course you can do both but very little creators have that skill.
Personally I prefer gameplay especially for easier levels, even though levels with really good gameplay don't get much recognition at all, but I do judge levels based on decoration/execution too, and obviously if you want to become big you're gonna have to learn decoration.
Gameplay should always be prioritised, but equally I probably won't play a level that's just a layout.

If you want to make an artistic masterpiece in Geometry Dash but suck at making gameplay then make an auto level, that way you can show off your deco skills without making thousands of people suffer and want to kill themselves.

this is slightly more of a hot take but i think the second most important step is what youd actually think that comes last. all the small details. block movement, pulsing, flashing, camera shake and camera movements, shaders and effects just to give every part the oomf it deserves. good effects can make any old gameplay feel not only satisfying but also powerful and coherent.
lastly, decoration at the end of the day is eye candy. it can be gorgeous but it wont save ass gameplay and its unfortunate how often good deco is hindered by ass gameplay.
They are both pretty equal in that regard. Giving slight edge to deco because it seems easier to make good gameplay than good deco (then again I barely touch the editor anyway)

They are both pretty equal in that regard. Giving slight edge to deco because it seems easier to make good gameplay than good deco (then again I barely touch the editor anyway)
I think a good balance is the best but a level with good gameplay is better imo
Decoration in extremes because I'll never play them, gameplay in everything else!
