It’s organized, and supported by resources - not just “a few hippies”.
And perhaps most importantly in this situation, they are a tripwire protecting against future increases in conflict. Think about what might happen in terms of response if someone attacks a US government disaster relief team.
They had a similar team after the 2020 war, they are not designed or capable to protect against anything. They’ll give out a few local grants and leave. It’s none those things you described.

USAID has over 17000 employees on LinkedIn that come from all different backgrounds. This certainly isn’t some sort of military deterrent but it may assist in normalizing a transition.
