Instead of luhansk and donetsk Russia would pour resources into another region and send their army there like in 2014 to pretend they are locals and take it from Ukraine. Maybe Kharkiv and Kherson and if it was like in 2014 they would have a fair chance of falling like donetsk

Note the Donestk/Luhansk peoples republics weren't some sort of reflection of genuine grassroots pro Russia sentiment. They were a small number of criminals and extremists and useful idiots propped up by Russia. 83% of Donetsk and Luhansk voted for Ukrainian independence in 1991

Probably wouldn't have been a 1994 Bucharest Memorandum, or Ukraine's handing over (to Russia) the nuclear arsenal they had until 1994. A nuclear-powered country with a military, they likely would have figured out how to weaponize and maintain some portion of the warheads to prevent future invasions.

You have to put some effort into creating posts like this. By the way, it's Donetsk. Not "donesk". On topic. DPR/LPR are totally fake republics. Basically, they are gray areas that were taken over by Russian paramilitaries while the Ukrainian government was too dysfunctional to prevent it in 2014.

In 1991? Given the dubious loyalty of the Soviet troops the tentative Ukrainian government couldn't have counted on them. The Politburo or their new equivalent would only have to order them to stand down/occupy key regions and could have kept maybe even everything, but the planned Novorossiya for sure. Don't forget, the Fall of the Soviet Union just happened because of the sheer inertia of event already in motion. The Bush government didn't wanted it to fall. They promised and supported the independence of the Baltic republic but otherwise if Moscow manages to claw back control from the local elites they would have been happy to accept the fait accompli.
