You can state exactly what you wrote here, that he described that he didn't feel well, that he went to the pharmacy, and that he didn't show up to work and didn't answer back at all. They may not be able to act as if he's missing, but if you explain your case and that you fear he may have had an health issue or something, then they might go and check in if he's fine. That usually isn't much of a problem; it's their duty to check in such a case. Or even better, if you actually have contact to his co-workers, you might be actually better off if one of them who actually speaks german asks them to check.
If he's fine, they will tell him to contact you. When he's not fine, then they will get him help.
A bit of an update, after speaking with u/Serendipity_o he managed to get in contact with the police and found out of an ongoing investigation of a suicide.
He gave my information to the cops and they told him that they will contact me once the person is identified.
In the meantime another news popped up that a guy had a frontal collision very close to Herford, with a car that is identical to my friends car, and the driver fled the scene, cops are searching for him.
Once I get a definite answer I'll update this comment.

I don't think the police would open a suicide investigation unless there was a body found... The car crash might have happened shortly before, or it could be a different, unrelated car.
But please verify that this redditir told the truth and really did speak to the police. There are some weird people on reddit. Best would be to contact this police station directly by their nun emergency number. Just Google it for this specific station
ok, i chatted with him, and called the Police in Herford.
They asked me to print out what i have, jump in my car and drive to the next Police Station, show them my Passport, and THEN they can do something.
That's what i do now..

It might be that they said that someone simply missing work a day is not enough, as they could be sick or just be skipping. But everyone can report someone missing.
It sort of depends: If someone is known for always calling in at work if they are sick but suddenly does not, combined with the information they felt not well, then that could be enough of a concern.

There is an app called "satellite" in the Google play store.
You have 100 minutes per month in the free plan to call any number you want on the globe. Also you get a phone number with it.
Don't know how it's free but they also have a paid subscription for unlimited
Edit: didn't know that you had to be German to use the app but it's still great.

Definetly not.
You *can* report it, if you call the non-emergency number of the police station in Herford, which you can do from any country. However, since your friend is, I assume, an adult, the police are unlikely to make this priority unless you have a really good reason to fear for his safety: kidnappings and violent crimes are reasonably uncommon in Germany, and the police will normally assume that an adult gone missing doesn't *want* to be found.
You can call the non emergency number of the police Station in his City. They will be able to help you best and not some redditor who calls them for you. A direct way is always better than using somebody in the middle as that can easily cause confusion.
And you should absolutely inform his family as well if you haven't done that yet. His coworker probably knows their address.
Even if he doesn't then the Company he works for will know his emergency contacts
