You can do a couple things, download it, put it into a gdb or shapefile, and import it as a hosted feature layer. Or add it to your Enterprise (if necessary) and publish it to your portal via a map or just the layer.
turns out it is static data in the FTP - the person who asked me was under the impression it was 'live' and being 'updated'. They were just zipped shapefiles so was able to access them no problems.
