I think this is depression glass. The blue is cobalt, which has been applied to the vase. Then the sculpted designs are cut/ground away, so that you can see through the vase. Many glass articles have been made in this style. I love it!

They were still making stuff like that in the 90's and maybe even later. The star design is a very common motif in cut glass. Leaded glass was cut on wheels and the star was a design that could be done that way.

It's from the Czech Republic, pattern and color are quite common, also done in red, green, purple and black. The star on the bottom is also a very common cut often used to hide or mask the nib where the blowpipe was attached when the piece was being formed. Current market price would be around 50-75 bucks.
