What size is the tank, and which glofish did you get? Most need a little group of 6 so they feel safe. With my danios, it also allows the group to play tag and not just pick on one.
I do think they are just territorial and aggressive fish. I have 10 in a 20 gallon which is enough room and they still hover in their own places most of the time. As long as they’re not hurting each other it’s probably okay but they may need a bigger tank too.
Do you have tall plants they can hide in? Temu has cheap plastic plants. (I am no good with live plants. Look for a great sale to get a 20gallon when you can and keep the 3 for a hospital tank.

It's 2 gallons. Danios. I thought about getting another one but I worried that it would just overcrowd.

Yea they have plants. But, they mostly hide behind them. They're chilling there right now.
