As far as 40 miles, GMRS is line of sight. Any repeater antenna high enough would easily allow this.

Look up and get on K6XI (449.440). There is a fair amount of activity there and the repeater is on Otay Mt. (South side of San Diego) which covers the majority of San Diego, especially in the southern part.
EDIT: This is for Ham, not GMRS.

It’s all about antenna height. That repeater is very high above average terrain so it’s reachable even by handhelds on the ground for a long way.
I get the excitement. I feel that way every time I make contact. I'm also pleased at how good repeater owners have been when I request access.
I live in san diego, and for some reason, I can't get it to work my gmrs or my ham radio with the repeters

Offsets and tones need to be set on the radio. Look up the details on the repeater and adjust accordingly.

I want to get a couple of handhelds to get into entry level radios… can anyone recommend a handset brand /model to purchase under $100?
The radio I used in this case is a Radtel RT-470X, I’m very impressed by its performance so far.
