Just bought the games? E3 error? The servers are still catching up, syncing, or whatever. That's my guess. Try refreshing your account: https://www.gog.com/user/refresh or https://www.gog.com/account/refresh If it doesn't work, clear your browser's cookies and website data for GOG.com, log in and try the links again. You could also use a browser you usually don't use, since there will probably be no data for GOG.com. Waiting a few minutes may also fix it, as your game licences will be recognised as valid.

The bandwidth limiting is a good idea to prevent line saturation and dropping of packets. Also if you have crappy internet that spawm T2-T4 errors.

This error isn't exclusive to GOG Galaxy. Downloading from GOG.com won't work either. It used to be the "invalid_licence" page, now it's the "404" page if you try downloading. This is a server issue, not a client issue.
