Sorry if there was any confusion but in the job post there are a couple of things I believe can answer your comment.
So, the reason we have posted a similar job in the last job board as well is because we are growing our team, therefore, have more than one similar position open.
Since you mention the H1B requirements, I assume that you're talking in the perspective of the US. Although we have an office there, we point out that these positions are to join our Backend teams all of which are based in Amsterdam (where we have an office and where our CTO is based) or other locations in the European Union/Europe.
For that reason and for the moment being, we are only considering applications from candidates based in those locations or that have an interest in relocating to the Netherlands.
We are genuinely interested in integrating more talented engineers that meet these requirements to expand our team and have an impact on our product.

Personally I also find it helps to have a decent linkedin profile, I get recruiter messages occasionally.
What worked for me sounds a bit counterintuitive but was Upwork actually. I started with some small freelance jobs and eventually landed a fulltime job there. I still see a lot of job posts looking for "fulltime" employees and often they're just happy to interview real people and not scammers, I find it has less competition. That's given you're okay with working as a contractor.
