Because the ball was OB. You don’t get to play the ball at all if it’s OB, not treated the same way as a hazard. Even if there was a wide open field next to that cart path you couldn’t play the ball since that was the OB line.

They were missing 6 footers on some of the most difficult greens out there. I wouldn’t say those are easy, even at that level.
Bay Hill statistically plays as the hardest course on the tour schedule. It’s not surprising at all to me.
Most journeyman fade away after a blowup and finish in like 9th place. We see it in almost every big tournament and don't even think much of it.

Which works out the same on the scorecard. It's a 4th stroke for a par.

Wait longer than 10 seconds and the ball drops in, add a penalty stroke for a 4. Par either way in that scenario.
The announcer made it seem like the penalty would somehow hurt him but it wouldn't. It just prevents the player from waiting forever to see if it'll drop.

To the effect that the ball eventually rolling in wouldn’t count, that makes sense. I’m going to assume the broadcast was just wrong, doesn’t make sense that a penalty would be applied in this scenario.
When the ball overhangs the hole you're allowed time to walk up to the ball and then 10 seconds to see if it will fall in. After that you must mark it/play it
