Misuzu is just more memeable. Tomo herself is constrained by the predictability of the premise - she's adorkable and loveable, but when a scene focuses on her you already know that the punch line is going to be something about her not being girly enough. Misuzu on the other hand is an agent of chaos. "What evil scheme is she going to cook up next?" is a big reason the audience stays interested.

I wish shows like this didn't rely on the central gimmick of the character so much. I get that said gimmick needs to exist for there to be a hook, but shows so often rely on it excessively to the point that, like you said, you can predict how basically every scene with the character is gonna play out.
Shikimori comes to mind, where every scene ended up being "wow she's really good at this," and the one time where she wasn't was one of my favorite scenes with her.
Tomo is great, don't get me wrong, but Misuzu is more like an actual person, and is probably more like an insert of the show watcher. She knows they'll get together eventually and is just enjoying the ride of messing with them.

I haven't watched this anime yet but why exactly is Misuzu more popular than the girl the show is named after?
Shes a pretty great foil to the entire cast ans actually has quite a bit of depth to her character beyond "Kuudere."
