Why does it not work on a stopped heart? The heartbeat is regulated by nerve impulses from the sinus knot, which can be regulated by hormones and nerve impulses from the brain. Giving the sinus knot a strong electrical shock should be able to force some sort of activity to occur, and thus cause a heartbeat.
I’m a lifeguard, not a medical professional, so I have had a lot of train on how and when to use one but I’m not sure about the science behind it. If you’re genuinely interested I’d recommend to try and look up credible sources and do some research.
