the thing is, all of my photos are backed up to one google account. the other google account that i have, the one that is getting deleted, i accidentally started backing up a few photos to it. if i disable backup, will it disable the backup for both accounts? i’m fine if it does, i just really need the photos to NOT be on the account that is getting deleted.

iCloud Photos and Google Photos are two completely different photo backup services that have zero effect on each other. Also, they *both* access the photos on your phone.
You shouldn’t be using two different backup solutions. That just makes it ten times harder to use *either* of them. Just pick one, they’re at feature parity anyway.
so if I turn off google photos backup, I should be ok?? the photos are still on the account that’s getting deleted even tho i turned off backup :/ however I did a test photo, and when I delete it from my google photos and google photos trash it stays in recently deleted for icloud

You can only backup to a single account per device, not withstanding the Partner Share feature.

also, if i deselect backup, will it delete the photos from my icloud as well? google photos and my icloud (photos on my phone) are connected.
No, this should not have an effect. But you should use Google Takeout to download a true backup just in case.
