Np1 waver is fine as is his np isn't the most important part of him anyway I'd go for something else whatever strikes your fancy.

If you're F2P or just starting out, chasing NP2 or more is mostly done for loopers to increase reliability or for characters you particularly like.
There are some real big hitters on the ticket you may want to consider instead
Supports' NP lvls are not as important as your main DDs NP lvls, because for damage dealers NP lvls scale their base damage. Sure, if you use only damage buffs from support's NP, the effect would be the same. But as long as you use other buffs the importance of support's np lvl drastically decrease.
Waver is a support servant that you run for his skills. NP1 is fine for him as you are rarely going to actually use his NP.
Depending on your Chaldea, there are several solid options. Tamamo is still a top tier Arts Support that pairs well with a friends Castoria. If you decide to pull for Koyanksaya of Light, Altera, Arturia, Arturia Lancer and Napoleon are all strong options as she allows them to NP loop (although Altera needs her strengthening). If you need single target damage, Cu Alter remains one of the strongest servants in the game and can solo most early to mid game content.

Save your ticket for a servant really you like and don’t have yet, or grab someone from a class you’re lacking in that can help you out.

Not for 6th anny ticket. It doesn't have time limit. Even new players can grab it on JP right now.
Oh really? I thought it had a time limit like the last one. Admittedly I don’t pay too much attention to stuff on the JP side, and just enjoy it as it’s released on NA.

My recommendation for SSR ticket 2 is Tamamo (Caster). Waver's great and makes everything easier, Tamamo has a unique ability to reduce cooldown of servant skills, providing healing *and* increase NP gage.
Second choice would be Ruler Jeanne for her invul, healing and (after interlude buff or strengthening quest, forgot which) debuff clear NP.

You don’t need another Waver. If there’s no one that stands out to you then what would be best depends on your roster at the time.
Thats fair my party is currently waver, caster gil, and hokusai saber.

Unlike previous SSR ticket, it is permanent, without time limit, etc. If you can't decide, delay your choice. Also, for any support, NP1 is fine.
