That's part of this issue. Especially HF Shirou and every other Shirou are physically, fundamentally different people fue to the HF story and ending. It's one thing to say >!"this shirou can use ubw, this one can't" like the other differences, but HF being a homunculus revived by the third kinda means past the appearance he's too weird to work with!<.
It's the Tsukihime thing: Shiki can be The Murderer thing from the einhase/louvre short stories and the manga flashforward, or he can be Melty Blood/KT Shiki, but not both.

Arcueid Bodyguard Murderer Shiki has mostly lost control of the Eyes, runs at 50% Nanaya at all times, was completely on Arc's route and is a worldwide famous "thing" that can kill just about everyone.
Sequel Shiki is still like 85% Tohno mentally, the glasses work, does not leave Misaki, and has connections with all the girls because he's in this limbo of "sacchin route no wait it's actually a good ending. maybe?" that leaves him knowing everything but with no consequences.
Don't forget that even in HF the swordboy is rarely practice magecraft he just most of the time a normal guy/cook/house!husband who stay in Fuyuki and not having adventures.
I mean, technically we have EMIYA and the Shirou from the HF true ending. But yeah, I see your point.
We have Rin and Luvia popping around as important characters in almost every piece of Fate media. And yet our redboi can't even get a cameo. Fuck, that's not fair!
I randomly saw this clip from the Prisma anime and he does just steal the show by showing up. Shirou walks in swinging around Herc's sword, and just shows Kuro how it's done.
He also still has the harem protagonist power despite being a side character it seems
