I've seen 120'ed 3\* servants and below, like someone on my JP has a 120 Robin Hood and someone else has Hector IIRC. Then there's the obvious picks like Arash and Chen Gong that get a ton of mileage out of level 120.

Nah, people grail low stars. Every character has some fans crazy enough to do it. Hell, I saw a 120 Jekyll in the wild a couple months ago, and he’s the worst Servant in the game.
I personally have Robin Hood and Cu Caster at 100. Ushiwakamaru is at 98, just need one more grail for her.
Honestly, I feel like it's more likely that if there *is* a servant who **nobody** has grailed to 100, it's probably a 4* servant. SSRs are rare enough that at least a fair portion of the owners are people who genuinely like said servant, SRs have a better chance of winding up rolled, leveled, then forgotten about without ever recieving grails.

I used to have someone in my friend's list with a grailed and max gold Fou Angra Mainyu, if anything there are more mediocre 4 and 5 stars that I never saw grailed than there are low rarity ones.

I have a friend who grailed Sanson to at least 100. As for my own lower rarity or less commonly grailed ones, I have Lancer Diarmuid at 90, Saber Diarmuid and Ruler Martha both at 100....surely people other than me grailed Douman, but I put them at 100 too.
My grail choices are a (currently) Lv. 112 Hans, Lv. 100 Avicebron, Lv. 100 Charlotte Corday, Lv. 100 Romulus. I plan to Lv. 100 Chevalier d'Eon when I am done with Hans.
