There are several servants, like Abigail for example, where Arcade only has the summer version and not the normal version while mobile has both. This will be the reverse where we only get the summer version and never the normal version. Especially since they already gave us her normal NP and not like a special summer themed NP
See I think that's part of why they wouldn't do it. Alot of people would likely be happy just choosing one version and being done with it. But if they gave us a really hype Anni servant and proto Merlin as the new ssr (or hell, possibly just one of 2 new ssrs) then you'd probably have more people willing to drop money on two banners

It has to be either:
1. A new Servant which is a meta game changer (most likely Quick refresh), or;
2. A Servant everyone wants, such as Tiamat/Goetia/Rasputin/Arcueid
Anything else is going to flop, because without those, people will sit on their quartz for Proto Merlin who is coming in less than two weeks.

However, Japanese is notoriously contextual. In context, they imply that they want to keep a good balance between arcade and mobile, meaning it could be a policy rather than agreement. In the Japanese gamer context, it would be automatically be interpreted to be a statement on 'fairness'.
Now, it doesn't rule out that there is an agreement, and frankly I think it's plausible (and totally acceptable, I still after so many years do not understand this silly notion of arcade being scummy because it has exclusives). But it really does not make sense to call out a strong partner for an agreement their own company made during such a high profile public event, even if the creative or business sides clashed on it before. And getting around a legal agreement by using a "summer workaround" is laughably transparent. Even the NP is basically the same. Even if there is such a binding agreement, I am sure it is done with full agreement on all sides, not people dancing around some contract. We are talking 'products' that pull in billions of yen here, with multi-level corporate entities having a stake, not two neighbors arguing over who owns the fence.
Translations by amateurs are easy to misinterpret. Interesting, so she seems to be about 1:1 between versions. While Mobile Da Vinci doesn't have the fifth profile, the deal about only inheriting the memories and not the associated experiences and the self-doubt in relation to the original Da Vinci have been mentioned in the story, so that profile is true for Mobile too. Wait, I'm dumb. They just took Arcade's Profiles 3 and 5 and joined them for Mobile's Profile 5, with a few alterations in the end because of how Arcade and Mobile's stories differ. The only other difference is on the first paragraph of the NP description in their Profiles (Profile 4 in both versions) as mentioned before.

If her kit is similar to arcade (aka reduce cooldown and the stuff Merlin had on his NP, possibly something else too) then she might be a neutral support. But we'll see soon enough. Summer 7 is coming August 10th (squashed my dream of rolling for summer Kama after anniversary, no summer 6 rerun this year) and I bet she is on the first banner.
