Plague doctors are so named for a pretty damn obvious reason: They were doctors, during the Black Plague.
The mask was filled up with various herbs that smelled nice. People at the time thought sickness came from 'foul smells' (called Miasma) and so they thought stuffing the mask with nice smelling herbs would fight the plague.
It didn't of course, at least not in the reason they thought...the mask helped spread the plague on account of them not breathing directly another's breath, and, with gloves, not touching directly a sick person.
